Yes, everyone grows older. Ageing is a natural process. There have been studies done on trying to control ageing but nothing has been found that can stop ageing.

I am not quite sure I understand the second part of the question.

Most people count being an adult as when you reach the ability to reproduce, but your body’s not finished developing even after puberty. Several bones are still fusing into the mid twenties. Emotional development (being a responsible person) can happen at any point depending on environment, genetics etc.

Everyone gets older, but I know older people who aren’t grown ups (v immature)

As Akshat and Judith have said, growing old is inevitable. Maturity in an ageing sense is a natural part of life. Maturity in an emotional sense, however, can be lost on some people!

I wish I wouldn’t grow old but I’m sure a lot of people wish I’d grow up 😉
